Governor Andrew M. Cuomo today announced that the New York State Department of Transportation has awarded a $29.3 million contract through the NY Works program for critical repairs to 13 bridges in the Hudson Valley. The contract is the state's first under the innovative design-build method, and the project is estimated to create 410 jobs.
Design-build is a centerpiece of the NY Works program, providing a cost effective way to move construction projects quickly by allowing design and construction teams to innovate and develop best methods to improve New York’s bridges and highways. The Department of Transportation (NYSDOT) awarded the $29.3 million contract to construction contractor Harrison & Burrowes of Glenmont, Albany County, and design consultant Clough Harbor & Associates of Albany.
"The NY Works program has allowed the state to accelerate funding to make sure these critical repairs to our roads and bridges can begin as quickly as possible," Governor Cuomo said. "By using the design-build method, New York State is changing the way we invest in job creating projects by cutting down on the time between when the bids go out and when the shovels are in the ground, while saving taxpayer dollars. The contract announced today will help make these bridges in the Hudson Valley safer for New York drivers, while creating hundreds of jobs in local communities throughout the region."
NYSDOT Commissioner Joan McDonald said, “Using design-build as a method to procure contracts further accelerates our rebuilding efforts with funding from the Governor’s innovative NY Works program. This contract will enable the Department to improve safety for motorists and pedestrians, and maintain critical links between New York’s communities.”
Design-build contractors submit proposals to design and build the bridge simultaneously. This usually results in a design consultant teaming up with a construction contractor to jointly deliver the project. Once proposals are submitted, NYSDOT engineers determine the “best value” bid, which relies 60 percent on cost and 40 percent on a technical score. The technical score is determined based on past experience with the companies and schedule acceleration, among other factors.
To expedite job creation and critical infrastructure repair projects across the state, Governor Cuomo worked with the Legislature last year to put the design-build process in place. Design-build allows for the combining of design and construction services into single contracts to help expedite repair work to vital infrastructure and save taxpayer money.

Work has begun on the bridge carrying Route 17K over the former New Haven railroad in Montgomery, Orange County. The bridge is closed during construction and motorists are being detoured along Route 17K, Interstate 84 and Route 208. The bridge will be opened to traffic before school begins in September.
The contract includes the following deck replacements that will be completed this year on the bridges carrying:
· Route 208 over Otter Kill in Hamptonburgh, Orange County. The bridge will be closed during construction and motorists will be directed along a signed local detoured.
· Scotchtown Road over Route 17 in Wallkill, Orange County. The bridge will be closed during construction and motorists will be directed along a signed local detoured.
· Route 311 over the East Branch Croton River in Patterson, Putnam County. Construction will be staged and traffic will be maintained on-site throughout the project.
The contract also includes the following bridges, to be rehabilitated next year:
· Route 55 over Route 44 in Poughkeepsie, Dutchess County;
· Ridge Street over Interstate 287 in Rye, Westchester County;
· Route 125 over Interstate 95 in Mamaroneck, Westchester County;
· Route 100C over Sprain Brook Parkway in Mount Pleasant, Westchester County;
· Tuckahoe Road over Route 100 in Yonkers, Westchester County;
· Hutchinson River Parkway over Route 1 in Pelham Manor, Westchester County;
· Taconic State Parkway over Wappinger Creek in Clinton, Dutchess County;
· Route 32 over Moodna Creek in Cornwall, Orange County; and
· Route 9 over County Road 306 in Cortlandt, Westchester County.
NY Works focuses on improving bridges that are in fair condition and bringing them to good condition. This rehabilitation work will better preserve the state’s infrastructure and guard against the need for more costly, in-depth construction. Bundling projects sites within close geographic locations into a single contract enables DOT to lower expenses and obtain lower bids.
